Hi...new here so go easy on me!

I've searched the internet for hours now and have yet to find a solution to my problem. I've successfully hooked up my laptop (borrowed from a family memeber), and I can see the screen on the tv. Audio works fine too. But here is my problem...the display on the TV is "scrolling" color bands horizontally from bottom to top. When I start up the laptop it goes really slow, and then begins to speed up until it looks as though the tv is pulsing. I have now idea where to go now. I need help...I've been trying to fix this for the past couple of days, and it's driving me nuts!!
