Could be a dirty/dusty fan, clear any dust etc.
Also check your BIOS settings. On most modern PC's you can specify, at what temp the CPU fan spins up.
Aside from that, it could be a faulty fan, or just a few loose screws

it depends at certain times the fan will speed up by itself when u use certain applications that require more than usual. then it will be inconsistant to keep the computer cool. when i run heavy applications on my dell the computer sounds like its about to take off, trying to keep its self cool. but that whistle shouldnt com i think your fan or fans are just dirty.

Trina,
The most likely cause of the noise is bad fan bearings. If you stop the fan, Is the whistling still present? If so, It could be your Power Supply Fan. In which case it's probably better to purchase a new Power Supply.
As for your inconsistent fan speed question, As kirmoney stated, Some applications require more from your CPU and thus causing it to produce more heat. The higher strain on the CPU will automatically trigger the fan to increase RPM. A slight variation in fan speed (For example, 2300-2375RPM) Is extremely common.

It could be the fans/power supply.
