Yes there is. Use a program called Visual Route. It will do it for you.

ip's generally change unless ofcourse your isp has given you a static ip.

Visual Route? That thing cost 50 bucks...just to trace IPs! You'd have to be a fairly dedicated hacker to spend that amount of money on that software.
