what is the cheapest digital camera that will take reasonable action shots? Non blurry

preferably below 300 dollars.. ty

You could try the Nikon Coolpix family or the Canon Powershot.

Thanks.. also with digital cameras is there an option where you can take video and then put them on your comp and take off snapshots within the video? Is this an option or is it just with certain camera's? How would you know before buying it? Thanks for any replies

The Canon can do that and it also comes with audio. The snapshots taken will be poor in quality, though.
The Nikon Coolpix has the same ability but no audio.

You can look at the specifications of the camera itself to see if it takes videos.
