Started developing these horizontal "lines" in the captured shots. Is this a problem w/ the media (memory stick pro duo) or the camera itself?

I am having a similar problem but the lines arent just in the pictures they are there all the time. Please help me!!! I bought this camera from someone and they ripped me off so please if you know whats wrong please help me!!
