So far I found the Silencer 80mm Cooling Fan which moves 27 CFM at 20 dB.

Is there anything quieter?

Papst and ADDA make fans that go all the way down to 11 db. I have used quite a few in my various itterations of my home theature PC.

The Papst are the highest quality but they are expensive.
