Is it possible to build an antenna and a wide band amplifier (50-900 Mhz) that could intercept and use the very small signal iradiated by a neighbouring TV cable (from a very shortdistance of course)? It wouldn't be really honest, but...

Well, i think that is possible. I have Satellite TV at home and i could get pictures of some
channels using an indoor aerial installed a few meters from the external aerial plug!
