I need help on setting this alpine 300mrd amp up i have 2 12 cerwin vegas but every time i turn the volume up its cuts out please someone tell me how to wire the amp and the subs proper

are the subs dual voice coil? You have a mono amp and 2 subs, if they are single 4ohm subs then you are fine, but if they're dual 4 then you are not. Your amp is not 1ohm stable and you can only run 2ohms or higher. If your subs are dual 4ohms, then they can't be run in parallel without getting another amp. If they're single 4ohm you won't have a problem unless a sub is blown.
