I have an import car from Japan and the radio frequency only goes up to 99.9 is there a way to fix this?

You'll probably have to upgrade the radio to a US head unit. What kind of car is it?

Its A Lexus Harrier.... the radio is all integrated into the car. The CD and MD player works but i cant get the radio station to go pass 99.9 which means i cant listen to the radio

that is a lexus rx300 US radio. you should be able to get it changed out, assuming that the car is exactly the same as the japanese toyota harrier.
