I'm looking at an amp which is 250W RMS @ 4 Ohms and 500W RMS at 2 Ohms. It has 4 gauge connectors. My question is can I still use the 8 gauge wire I already have in the car? What is the consequence (if any significant) to using "under powered" wire?

You should be fine with 8gauge power wires for your current amp.
