can you mount a fan onto an amp that doesnt ahve one? if so how?

If the amp has heatsinks that's visible from the outside, then mount it there. If it's one of those that's hidden inside, then you can cut a hole for the cpu fan air circulation.
The power can be shared with some power LED or display light. All you need is something that supplies 5v.
