Can someone recommend a compact quality home theater system (such as Paradigm or Orb) with a powered subwoofer that runs on European power (220 volts)?

Both are well known, reputable and great speakers. You can't go wrong with either choice. Your powered subwoofer does not have to be the same brand as your main speakers. Take a look at HSU subs. They have guidance on switching voltage requirements
