well i was listen to my tv the other day and decided i wanted my neighbors to hate me so whats the best system with really loud bass for under 200.

Get a powered subwoofer that costs under $200. At that price point you should be able to find something loud enough to annoy anyone, specially if your neighbor is in the same building.
