I am setting up a home theatre and need to figure out the optimal size and placement of my permanent screen. The room is 12' x 23" with theatre seating row 1 is 14' from the screen and row 2 is elevated 7" and is 22' from the screen

A generally accepted rule of thumb is the viewing distance should not be less than twice the screen diagonal. Thus an 84" (16x9) screen wouldn't be too big for those in the 14' front row and still be impressive for those in the back.

I recommend buying a 7' screen instead.
