I have a 12x20 room that's about to be sheetrocked and finished and would like some suggestions on whether I should place wires up now or wait until later. I also have a total budget of $3000, to include buying a TV. Any thoughts would be greatly appreciated.

I did a remodel 8 years ago, and ran the wires through the walls before sheetrocking. It is the best way to go, IF your TV will always stay in the same spot, and if you don't want to experiment with different cabling.

I would suggest that you consider double sheetrocking the walls, both to keep the sound from escaping, and to act as a room tuning device.
