I bring my Comcast Cable to their Motorola Box then to TiVo with Coax, From Tivo to Onkyo TS-Ds494 with RCA and s-video, and from the receiver to right, left and center speakers (my new TV room is on a slab so I haven't figured out how to run the rear speakers) anyway, with DVDs I get sound through all 3 speakers, but not with cable, as I did with Time Warner. The cable box is set up with audio compression and matrix but I don't get it? Any thoughts??

Repost with the model numbers of your cable box, dvd and tv.

I cant recommend hookup options with no clue what outputs and inputs im working with.

Right off the bat though, you want to be using digital hookups if available straight from the components, not routing them stereo through other components and then to your receiver.
