as stated I had no picture , but sound. TV then restarts a few times before shutting down and all 3 lights on front panel flashing.

Bulb replaced with Phillips OEM bulb
Ballast replaced

Powered set on with door open and door switch pushed in. Bulb is not firing.

Should I look at the color wheel as the culprit.

The color wheel was replaced during the first year of ownership under warranty by service tech. That has been 3-4 years ago.
