i have a 13' orion television and i cant figure out how to set the color its in black and white. It is a gift for a 4 year old and it really needs color

Two questions, is it new? AND Are you sure it has color?

Usually menu items pop up on screen in color. If that is in color, your okay. You should be able to select a "picture" option in the menu and from there adjust a color bar.

The menu should be able to be pulled up from a button on the remote, although i am not specifically familiar with your tv.
