I understand what a Qam Tuner is.
My question is......
What is it that the cable companies are required to do with the so called "Clear over the air reception" I am a confused what the requirements are, if any, of the cable companies with Qam.

Given that most government regulations take up volumes to say very little, you should try to be a little more specific in what you think your cable company is not doing correctly.

What cable companies are required to do is set forth in franchise and local state agreements, in co-relationship to FCC regulations. Clear-OTA is just a term used for any locally broadcast station that is not scrambled. Anybody can get this if they have the right equipment. Cable companies may enter into an agreement to rebroadcast those channels with the local stations. Consult your local cable television assoiciation if you want to know what rules apply in your area.
