I am in the UK {London) now. Here they are using card system decoder to get Indian channels.I want to know whether I could replace the decoder with my FUL receiver with the same bin file which I used in Canada to hook the hotbird and get Indian channels. Thanks.

Not gonna happen. These bins are are specific for bev and DN map calls and encryption.
But there are fixes for nagra in europe,check those out.
