I have a 26in Samsung LCD tv. I noticed when i change the channels and there is a black screen u will see this dripping or sweating. I even noticed when i played my ps3. I'm not sure if it's the Liquid Crystal or what. Has anyone seen this before?

It looks like if u spill water on a table and u will see it just lay there and it will start dripping.
