Greetings,

I was just given this rear projection TV... but it seems to have an annoying issue with the image. The bottom 6 inches is blank screen and the top 12 inches has horizontal black lines running through it (see image).

You've got some kind of vertical output failure. If you aren't a tech it's pretty hard to tell you how it fix it. Call around, it shouldn't cost more than $300.
