Bought a monitor that can be used as a HDTV. I heard that I needed to get an external HDTV tuner box so that I can set it up as television. I already own an RF modulator... can this be used for the same thing? If yes, how? If no, thanks.

No, an RF modulator will not act as a tuner of any sort. Only thing the RF modulator does is allow you to hook up a device that only has composite or component type outputs to a tv that only has RF f-81 coaxial (screw in type) input connection. most "newer" vcr's have a modulator built into them. as far as a tuner for a monitor only... well you have to use some sort of tuner for that monitor, and in your case, a HD one would be choice. That was a LONG "NO" wasn't it? :-)
