The TV Guide on my DVR lets me record a program, "Once", "Regularly" and "Weekly". "Once" and "Weekly" are well defined, but what does "Regularly" mean? Every day? Whenever the show is on? Once a month?

It means everytime the show is in the specified timeframe.
