When I change the screen res in Halo on my computer I get a sharper, crisper image
How can i do this with an HDTV when playing PS2
or viewing a DVD

I'm not sure about the ps2, but with the xbox if you buy the xbox component cables (not the av cables that come with the unit), when you connect them to your hdtv it asks which output you'd like 480p 720p or 1080i. With a dvd make sure you use component cables and turn progressive scan on.
