Chassis 32D700-7570 Model TP3281 January 1999 - TV was working and then made a loud "pop" noise and then went off. Opened up the back and plugged it in and a tiny blue disc capacitor sparks and smokes (Without turning power button on). It is labeled HRR 821K 2KV CM88. Is this part available to buy and easily replaced? And will this fix the problem? Any help is appreciated.

So... I have fixed the tv. I removed the burned out capacitor and purchased a new capacitor for $1. Then with no prior experience, I soldered the new part in place and am good to go!

Quite simple...

I have exactly the same problem. After reading your posting, I opened the TV (Philips TP3281 C101) and looked for a popping/smoking part when I plugged it in. Sure enough, it was the blue disc capacitor HRR 821K 2KV CM88. Now I'm running into a stone wall on getting the part. Can you tell me where you went for your part and what you called it? No one seems to recognize the above part number. I will greatly appreciate it.
