My recommendation is to buy something from a company like SoundSplinter or Fi Car Audio.
If you really have that small of a budget, then go for Behringer's EP1500 amp or similar from eBay.
That would give you levels up to 115dB down to 25hz or so, although it won't sound great at those levels. You never mentioned sq, though.
