What's a good warm sounding phono preamp that won't cost too much? Best price/performance ratio preferable. Thanks!

Depends on where in the world you are of course...

Here in the UK, the cheapest reasonable quality phono stages are the NAD PP2 and Pro-ject Phono Box, both retailing for around £45 ($75). Next up is the Pro-ject Phono Box SE at £120, and it goes on in various stages into the thousands.
