I'm trying to hook up a bose speaker system to a Nad 3020 receiver. The speakers are rated 4 - 8 ohms. On the reciver I can choose between 4 and 8 ohms. Should I put it in 8 ohms or 4 ohms. Does the length of the speaker cables have any effect?

Use the 4 Ohm setting, the cable length is not important until you are running over 100'.
