My Onyko receiver displays PCM instead of Dolby for any 5.1 program received from my cable company. (Through the HDTV cable box) Is this valid? Is it actually surround sound?

Nope. If you walk up to your centre speaker when the Onkyo displays PCM, you'll find there is nothing coming from it, nor from the rears.
